Construction site safety

Work on construction sites always involves particular hazards and risks.

Employees on construction sites are subject to high physical strain, and work is also carried out at extreme heights or in unfavourable weather conditions. Similarly, handling heavy machinery and hazardous building materials can lead to serious accidents at work. But even bystanders such as passers-by, children and visitors to the site are exposed to a number of potential hazards at an adjacent construction site. Therefore, no company should neglect safety aspects on construction sites.

 

Responsibility for occupational health and safety on construction sites lies primarily with the contractors carrying out the work.

Managers with authority to issue instructions, such as site managers, foremen and supervisors, are required to give employees appropriate instructions, provide them with regular training and, of course, ensure that the project-specific risk assessment is kept up to date.

We provide safety support for construction companies, building owners, architects and specialist planners:

  • Support in preparing risk assessments and operating instructions
  • Support in preparing, organising and conducting regular necessary training
  • Support in preparing rescue plans
  • Support in preparing a statement on structural occupational safety
  • Safety support from a safety specialist with construction site experience
  • Advice on setting up an occupational safety organisation
  • Support in preparing project-specific documents (safety plan for roof work, demolition instructions, etc.)
  • Support in organising fire safety on construction sites (escape and rescue plan, fire brigade plan, alarm plan, welding permit, fire safety assistants, calculation of extinguishing agent units, etc.)
  • Coordination and design of project-specific approval procedures and permit procedures, adaptation of existing processes if necessary

Safety and Health Coordinator (SiGeKo)

The client or a third party appointed by the client is obliged to appoint a health and safety coordinator as soon as several employers are working on a construction site.

The tasks of the health and safety coordinator include supporting the client and other parties involved in the construction project in their cooperation with regard to the integration of
health and safety measures both during the planning and execution of the construction project.

The coordinator’s work must contribute to the design of the construction project, the construction process and the subsequent work on the property.

Advance notice (Art. 2 §6 BauKG)

As soon as work on a construction site is expected to last longer than 30 days and more than 20 people are employed on the construction site at the same time, or the scope of the activities exceeds 500 person-days, advance notice must be given to the competent authority at least two weeks before the construction site is set up (Art. 2 §6 BauKG).

The advance notice must be displayed visibly on the construction site and amended in the event of significant changes.

The advance notice must include:

  1. the date of creation,
  2. the exact location of the construction site,
  3. the name and address of the client, the project manager and the planning and construction site coordinators,
  4. details of the type of structure,
  5. details of the expected start date and expected duration of the work,
  6. details of the expected maximum number of employees on the construction site,
  7. details of the number of companies and self-employed persons working there,
  8. details of the companies already commissioned.

Development of a health and safety plan (creation and adaptation)

If advance notice must be given for a construction site where employees of several employers are working, or if particularly hazardous work is being carried out there, a health and safety plan is required.

The health and safety plan must be drawn up when planning the execution of a construction project and constantly adapted during the construction phase.

The content of the health and safety plan describes, among other things

  • Work processes
  • Hazards
  • Measures to prevent or minimise hazards
  • Spatial and temporal allocation of work processes
  • Occupational health and safety regulations

Construction site regulations/HSE plan

Among other things, site regulations support communication, coordination and cooperation on the construction site. They serve to improve work processes and safety on construction sites. In them, the client defines their general requirements for the behaviour and cooperation of all companies and their employees, suppliers, site visitors – in short, everyone involved in the construction site.

We at HSE-Ingenieure AT GmbH support you in drawing up and updating site regulations with regard to compliance with all legal requirements, such as laws, standards and guidelines.

Compilation of documentation for future work (Section 8 BauKG)

In accordance with the Construction Site Ordinance, documentation for future work must be compiled containing the necessary health and safety information to be taken into account in the event of possible future work on the building structure.

The purpose of the documentation is to create a basis for the safe and healthy design of subsequent work (facade cleaning, maintenance of technical systems, etc.) and thus also for the long-term economic use and maintenance of the building. This does not affect the employer’s obligation to comply with occupational health and safety regulations.

Emergency and rescue plan (safety plan) for areas at risk of falling on or around roofs

As part of the risk assessment, it is necessary to determine and define which measures are required to protect employees and, if necessary, rescue them from heights and depths. The employer must define these measures independently with the support of the company doctor and the occupational safety specialist.
